Russia's government spending: 19% or 37% of GDP?

Why this gap?

The IMF reports total general-government expenditure — transfers, subsidies, procurement and investment — at 36.9% of Russian GDP in 2024, while the World Bank measures only government final consumption at 18.6%. Both series have risen since 2022; the gap between them is definitional, not a disagreement about the trend.
