India's government spending: 10% or 28% of GDP?

Why this gap?

The IMF reports total general-government expenditure — subsidies, interest payments, transfers and investment, across the centre and the states — reaching 28.4% of Indian GDP. The World Bank series measures only government final consumption, the wages and goods the state uses directly (10.0%): both are correct answers to two different questions.
